Since the 1990s Hal has represented a variety of gaming and racing interests in New Mexico and at the federal level on matters regarding casino and horse racing law, as well as tribal gaming law. He represented Penn Entertainment and Zia Park Racetrack and Casino from 2010 thought 2023. In the mid-90s he represented a number of New Mexico tribal pueblos before the U.S. Department of the Interior regarding the New Mexico-tribal gaming compacts. He continues to advise and counsel clients on federal, state and tribal gaming law.

Expert Witness and Consultation

Hal has served as both a consulting and testifying expert in both federal and state courts in matters concerning consumer product safety including those actions that involve U.S. Consumer Product Safety Commission legal and procedural issues.

Consumer Protection and Consumer Product Law

Consumer Law has perhaps been one of the most rapidly expanding areas of the law over the past several decades. As Attorney General of New Mexico, Hal was in charge of the New Mexico's chief consumer protection office where he oversaw numerous consumer actions including the state's largest consumer settlement at that time. Later at the U.S. Consumer Product Safety Commission (CPSC) he served as its Chairman and Principal Executive Officer. At the CPSC Hal oversaw consumer product recalls, safety standards development and penalty imposition for the failure of stakeholders to timely report substantial product hazards. He continues to consult and advise as to all aspects of consumer protection and consumer product safety law.

Mining and Natural Resources Law

Since receiving his bachelors degree in geology Hal has been involved in the natural resources and oil and gas and mining industries. During undergraduate geology school he worked for Union Oil of California (now Unocal Corporation) and later after graduation for Exxon U.S.A. as an associate geologist. Since becoming a lawyer, he has represented various oil and gas entities in litigation and mining interests including Intercontinental Potash USA and PolyNatura Corporation in a broad range of regulatory issues. He continues to consult and advise clients in regard to natural resources and energy industries.

Government Law and Consulting

Hal has served and represented clients before all branches and levels of government including state and federal legislative, state and federal executive administrative and regulatory agencies. He has also argued and litigated cases in all courts from state magistrate and small claims courts to the U.S. Supreme Court. Government and business continue to intersect more and more, particularly at the state attorney general level, and it is necessary to be conversant in both government and judical law and procedure to properly navigate the current business landscape. Hal continues to consult and advise clients in regard to all matters involving the interaction between business and government.

Hal continues to call upon his broad experience in the public and private sectors to help clients resolve a broad array of issues including administrative and regulatory law at both the state and federal levels, state and federal government relations, natural resources, mining, oil and gas and energy law, Indian law and gaming law along with other special projects.
